UM Lampung Appoints The Dean Ad Interim 2019-2023

Universitas Muhammadiyah Lampung (UM Lampung) held the inauguration of the dean ad interim of Faculty of Social Science and Political Science (FISIPOL), Drs Nur Islam MIP, on Monday (8/11). The agenda was conducted in a strict health protocol. In the inauguration, the Rector of Universitas Muhammadiyah Lampung, Dr H Dalman MPd, handed the Decree of the Dean Ad Interim Appointment number 626/KEP/II.3-A.U/D/2021 in the 2019-2023 period. The decree issuance was based on the Faculty senate meeting as mentioned by Dr Dalman.

At the inauguration, the Vice-rectors, Heads of the Bureau, Heads of Department, Chiefs of the Institute, and Heads of the Unit also attended. In his remarks, Dr H Dalman MPd congratulated the Dean Ad interim of FISIPOL UM Lampung. Afterwards, he also prompted the deans to establish the maximal contribution in minds, times, and works for the UM Lampung improvement, especially in FISIPOL. “The gratitude for Drs Nur Islam MIP for the appointment to be a dean by the hard work for the UM Lampung improvements,” he concluded.

Moreover, Dr Dalman also prompted the Civil Servant Candidate to reach success. One of the ways is to show the commitment to following orders from their leaders.

Afterwards, the Vice-Rector of Human Resources Affairs, Emy Sri Purwani MSi also brought about the responsibility for every duty. “Working hard sincerely and be responsible in maintain the good name of faculty and university,” he said at the agenda started at 2 p.m,.as reported on the official UM Lampung site.

“Women always become an important subject in family, work environment, even in the community. Therefore, they should demonstrate their abilities to progress, be independent, and be in equal position with men”. That was a statement from Prof. Dr. Dyah Mutiarin, S.IP., M.Si, Universitas Muhammadiyah Yogyakarta (UMY), who was recently promoted as a professor in governmental science and became the first female professor in UMY. The statement also broke society’s stigma towards women’s role in public. For her, women should have an important position in the decision-making, especially in shaping the university’s future.

Her interest in governmental science took her to do several types of research about Government and Public Policy. In detail, the research conducted by the Head of the Institute for Research and Innovation focused on governmental management and public policies innovation. In her opinion, the adaptive, innovative, and responsible government (agile government) was needed to manage public policy, especially during the Covid-19 pandemic. “To handle the Covid-19 pandemic, the central and local government have declared a policy, but the policy usually changes, then also has innovations from the experience in the field. Undoubtedly, it required an active, agile, and nimble bureaucratic model in government. However, this bureaucratic model also requires community involvement to control the policy,” she admitted on the official UMY site (5/11).

Dyah expected that the professor appointment and the first female professor in UMY she achieved could be motivation to her fellow lecturers. “I hope that the university continues to support human resource to keep developing,” she concluded.

Muhammadiyah Commits to Fight Sexual Violence, The Rejection of Permendikbud 30 Purely Because Of Its Substance

When the sexual violence came with the difficulties to reach advocation access towards the victims happened in educational institutions, the government responded with the issuance of the Ministerial Regulation of the Ministry of Education, Culture, Research, and Technology (Permen Dikbudristek) Number 30 the Year 2021 about The Preventing and Responding to Sexual Violence in Higher Education Institutions Environment.

To respond to the Ministerial Regulation, Muhammadiyah Council for Higher Education, Research, and Development (CHERD) agreed to fight sexual violence alongside the government.

However, Muhammadiyah through a press release of Muhammadiyah CHERD dated November 8, 2021, urged the government to revise Permen Dikbudristek 30. The request was delivered because Muhammadiyah CHERD highlighted the defective of formal and material, unfortunately, it is misunderstood by various groups as a counterproductive action against sexual violence protection.

 

It is untrue that Muhammadiyah supports Sexual Assault, Harassment, and Violence

On Tuesday (9/11), the Secretary of Muhammadiyah CHERD, Sayuti emphasized that Muhammadiyah has long been committed to fighting sexual violence in 166 Muhammadiyah and ‘Aisyiyah Higher Education Institutions throughout Indonesia.

“A lot of questions about the press release that Muhammadiyah supports the sexual violence. Undoubtedly, that was a wrong conclusion. The problem we tried to rise was we found the defective of formal and material included,” Sayuti said.

The crucial highlight for Muhammadiyah in comprehending Permen Dikbudristek was a line in Article 5 Verse (2) which includes the phrase “tanpa persetujuan korban” (without consent from the victim) so that the sexual activity can be allowed if there was consent from the victim. In the other words, the Permen Dikbudristek 30 contains a legal standing for immoral activity and free sex based on consent. It forced Muhammadiyah CHERD denied to legalize the Permen Dikbudristek 30 and requested the government to revoke and revise the regulation.

“The sexual relation context without following Islamic shariah (outside of marriage) in any form, which then, with the victim’s consent is right. It is still incorrect. It is an urgent material factor by an intensive discussion refused the regulation to legalize,” he added. “The line, the phrase ‘tanpa persetujuan korban’ (without consent from the victim), in our opinion, degraded the Permen Dikbudristek substance to be allowed if there is victim’s consent. Permen Dikbudristek 30 is Contraproductive with Muhammadiyah-’Aisyiyah Higher Education Institutions condition

Although Muhammadiyah is a religious civil organization, Muhammadiyah has established one century alongside the government to educate nations. Of 166 Higher Education Institutions under Muhammadiyah organization, Muhammadiyah has several universities in International recognitions. Muhammadiyah has committed to preventing the students from free sex and its various derivatives included in the Islamic and Muhammadiyah Studies (AIK) curriculum framework.

“In Muhammadiyah Higher Education Institutions system, there are 8 Academic Credit Units of the Islamic and Muhammadiyah Studies which is supported with adab (manner) guidebook of Muhammadiyah students, Baitul Arqam (Ideological Training) and many other activities to prevent the sexual relationship which is not in accordance of Islamic shariah and other religions law to disagree in sexual relationships outside the marriage,” Sayuti said.

 

Without the Existence of Permen Dikbudristek, Muhammadiyah Continues To Fight Against Sexual Violence.

Another reason to reverse the Permen Dikbudristek 30 is due to the formal defect. The defect is not fulfilling the openness principle in the formulating process as the provision of law and regulation formulation as in the Article 5 point (g) Undang-Undang Nomor 12 Tahun 2011 about the Establishment of Legislative Regulations. Secondly, the disorder content material of Permen Dikbudristek 30.

Moreover, the Permen Dikbudristek 30 regulates a rigid norm and reduces the autonomy of higher education institutions. “The task force has violated the Higher Education Law spirit in the campus autonomy. There is Rector, Vice-Rector in Muhammadiyah Institutions. There is also AIK institute on each campus, in Muhammadiyah, the immoral behavior becomes a bad record for lecturers, educators, and students because we have had several cases where we terminated the lecturers, we suspended them, and so on. In Muhammadiyah campuses, we have already established,” said Sayuti.

Furthermore, Sayuti emphasized that Muhammadiyah can not be tolerated to all of the sexual violence. The rejection of the Permen Dikbudristek 30, in his opinion, can not change Muhammadiyah’s attitude towards the immoral activities in the higher education institutions.

“We criticize and reject the Permen Dikbudristek from a formal and material defect perspective, but of course, we agree that it is a reminder to take preventive efforts, educate students, and if it happens, we will punish the perpetrators. There is no compromise. We should continue to uphold those very important values,” he said.

“Undoubtedly, Muhammadiyah should be absorbed and moderated. Muhammadiyah campuses are also a part of Islamic da’wah, we have this regulation or not, we are committed to establishing Muhammadiyah campuses to be freed from sexual relations outside the marriage, so it doesn’t mean we refuse,” Sayuti concluded.

Students’ Mountaineering Club (MAPALA) Universitas Muhammadiyah Palopo (UM Palopo) held the 23rd Basic Education and Training (Diklatsar) from Saturday (30/10) to Wednesday (3/11). The agenda was conducted in Battang village, Wara Barat district, Palopo region, South Sulawesi. At first, the participant who attended the meeting was 21 people. Still, several people did not meet the requirements, so 15 people joined the Basic Education and Training of MAPALA UM Palopo.

The Chief of MAPALA UM Palopo, Jabbar Syam, explained that all Basic Education and Training UM Palopo participants should follow all sessions in Diklatsar and bag parents’ permission to follow the agenda. Therefore, the committee of this Basic Education Training ensured that all participants had met the requirements. If there were no parent’s permit, they would prohibit following the implementation of Diklatsar.

Afterwards, fifteen people followed the Basic Education and Training until inaugurated as the Students’ Mountaineering Club UM Palopo. In his remarks, Jabbar Syam prompted the fifteen members to process well. He also expected that they could keep the good name of the institution and campus. He also mentioned although fifteen was a small number, it was not a big deal. He admitted that the number of members is not essential because only the members with good competence and high endurance should be considered. “Although only fifteen members left, we prioritized the quality, not only the quantity,” he concluded as reported on the official Universitas Muhammadiyah Palopo site.

UM Surabaya Team Won Bridge Construction Competition

Universitas Muhammadiyah Surabaya Team accomplished winning the national competition in the Bridge Construction Competition (BCC) held by Civil Infrastructure Engineering Department (DTIS) Institut Teknologi Sepuluh Nopember and announced directly on Thursday (28/10). The total score of the UM Surabaya team was 86,696 above the Universitas Brawijaya team.

BCC was a bridge design and construction competition conducted annually. By the theme “Innovation of a Durable and Economic Bridge Design for Sustainable Infrastructure Development”, Makarya Baja team raised the idea of two extended straight chords usually forming triangular units (Truss Bridge) in Pratt with 60 m length. It was Through Parker Truss type and produced the most efficient structural system. They consist of three members submitted as the participants, namely Lukman Hakim, Nieneng Putri Rahayu, and Emfadhil Tribruari Hadist.

Emfadhil was a member who explained the bridge innovation designed to create economic and more durable infrastructure. “Gladak Kahuripan Bridge aims to create an innovative and economical bridge and construct more durable infrastructure,” he said as reported on the official UM Surabaya site, Friday (5/11).

Junaidy Fery Effendy, as the Head of Students and Innovation Administrative Bureau (BAKAI), appreciated the achievement accomplished by Engineering Faculty students of UM Surabaya. He expected that they would compete in national and international competitions in the future.

Universitas Muhammadiyah Palu (Unismuh Palu) has confirmed to open the new study program, the Digital Business, on Sunday (7/11). The program under the Faculty of Economics and Business Universitas Muhammadiyah Palu caused the rapid digitalization development in Indonesia’s business world.

The Dean of Faculty of Economics and Business, Dr Farid SE MM, explained that Unismuh Palu should respond to the digital business development needs, especially because the program was rarely available in Indonesia. There were only a few campuses that offered the study program. If we achieved the permit, Unismuh Palu would be the one that found it unobjectionable.

Later, each student could acquire knowledge of management, informational technology, and business application development. Afterwards, from the education attainment, the students should apply the theoretical concept in their career ahead. Lastly, the students were expected to create and develop digital utilization in the business world based on the vision and mission of Universitas Muhammadiyah Palu.

In his remarks, the Vice-Rector I Universitas Muhammadiyah Palu, Sudirman SKM MKes, mentioned that Unismuh Palu had submitted the proposal to the Ministry of Education, Culture, Research, and Technology. In addition, Unismuh Palu has received LLDIKTI Regional XVI recommendation on September 23, 2021. Currently, the Digital Business of Unismuh Palu has been registered and verified in the information system of higher education institution development in the Directorates of Higher Education and Vocational Education. “If we have received an operational permit, Universitas Muhammadiyah Palu would shortly open enrollment for the new students,” he said.

Press Release for the Ministerial Regulation of Kemendikbud Number 30 the Year 2021

According to the several highlights in the Ministerial Regulation of Kemendikbud Number 30 the Year 2021, Muhammadiyah, through this press release, proposes 3 (three) recommendations:

1.The Indonesian Ministry of Education, Culture, Research, and Technology (Kemdikbud) in formulating the policy and regulation should be more accommodative to the public, especially various elements in Higher Education Institutions, and pay more attention to the principle order and the material content in formulating the law and regulation. The Ministerial Regulation formulation is expected to fulfill the principles of transparency and material contents as the provision of law and regulation formulation. By being more accommodative to the public aspiration (especially stakeholders), the substances of Regulation have various perspectives from the public, with the character of aspirational, responsive, representative; not resistant, and will not meet any obstacles in the implementation. The ministerial Regulation’s standard formulation should comprise the public hearing, focus group discussion, dialogue, formal hearing, surveys, and the other mechanisms that can be accommodated and related to the public (or related stakeholders).

2.The Indonesian Ministry of Education, Culture, Research, and Technology should formulate the policy and regulation based on the religious values, Pancasila, and The Constitution of the Republic of Indonesia of 1945 (UUD RI 1945).

3.The Indonesian Ministry of Education, Culture, Research, and Technology should revoke or revise the Ministerial Regulation of Kemdikbud Number 30 the Year 2021 to formulate the regulation as the formal provision of formulating the regulation and material provision to not against any religions in its norms which based on the values of Pancasila and The Constitution of Republic of Indonesia of 1945 (UUD 1945).

UMPRI Held The Second Inauguration

Universitas Muhammadiyah Pringsewu (UMPRI) conducted the second inauguration in 2020/2021 for two days since last Wednesday (27/10). The agenda was held offline with the strict health protocol. UMPRI inaugurated 902 graduates from Diploma, Bachelor, and Profession Program. It consisted of 588 graduates from Health Science Faculty, 211 graduates from Teacher Training and Education Faculty, and 103 graduates from Economics and Business Faculty.

In his remarks, the Rector of UMPRI, Drs. H. Wanawi Am MM MPd explained that Universitas Muhammadiyah Pringsewu continued to develop knowledge, technology, and cultural arts based on Islamic values. The vision of Universitas Muhammadiyah Pringsewu aimed the graduates to be excellent in academics and non-academics, dynamic, and have a global orientation by upholding Islamic values. “Don’t say you are Muslim, but show them you are Muslim, by striving Islamic values,” Drs H Wanawir admitted. He also hoped the graduates would keep the good name of the alma mater’s track record in the working world.

Pringsewu Regent, H. Sujadi said that Universitas Muhammadiyah Pringsewu is a university which has educational contents under Muhammadiyah values. The existence of this university has supported Pringsewu Local Government in educations. “Especially to create prospective professionals which can be reliable,” he said.

Universitas Muhammadiyah Semarang (UNIMUS) held the signing of Memorandum of Understanding (MoU) with PT Penerbit Erlangga on last Saturday (30/10). The Institute for Islamic and Muhammadiyah Studies and General Subjects (LSIK and MKU) was represented the UNIMUS parties. The collaboration was in implementing Bulan Bahasa (Language Month) webinar conducted in the Youth Pledge Day momentum, 28/10.

The Head of LSIK and MKU UNIMUS, Dr Rochdi Warsono MSi, and Hari Setiawan SE as the Leader in PT Penerbit Erlangga Branch Semarang signed the MoU. In the webinar, UNIMUS students attended the presentation of the webinar resource person, Dr. Alex SS MPd, UIN Syarif Hidayatullah Jakarta lecturer.

In his remarks, Dr. Rochdi explained the importance of the Indonesian language as the national language of unity in Indonesia. “A nation and country need to have one language as the national language and the community speaks on that language on a daily basis. Indonesian language, besides as a communication purpose, also becomes a language in unity. Because there are various languages and customs with the heterogeneous populations in Indonesia,” he said.

Afterwards, Universitas Muhammadiyah Semarang, through LSIK and MKU, supported and encouraged the educators in UNIMUS to actively participate in the research. The researches could combine as papers and books. Through this collaboration, PT Penerti Erlangga could assist in publishing the research of UNIMUS lecturers. “I expected that the knowledge from the writing will be beneficial, for individual purpose, wider community and nations,” he added.

Faculty of Law Universitas Muhammadiyah Palembang (UM Palembang) has a new doctoral lecturer after Dr. Ismail Pattenase, S.H., M.H, finished his doctoral study. The 93th doctoral lecturer in UM Palembang has finished with a Highly Satisfactory predicate and is entitled to have a doctoral degree after undergoing the Open Examination for Law Doctoral Program of Law Faculty Universitas 17 Agustus 1945 Surabaya conducted on Friday (5/11).

Dr. Ismail Pettanase, S.H., M.H’s dissertation entitled “The Settlement of Child Problem Conflicting with The Law Imprisonment for 7 Years Above Based on The Dignified Justice” with Promotor Prof. Dr. Teguh Prasetyo, S.H., M.Si., and Promotor Dr. Otto Yudianto, S.H., M.Hum. The Head of Study Program of the Post Doctoral Program of Law Universitas Muhammadiyah Palembang also became the examiner in the Open Examination of Dr. Ismail Pattenase, S.H., M.H.

On this occasion, the Rector of Universitas Muhammadiyah Palembang, Dr. Abid Djazuli, S.E., M.M appreciated and congratulated Dr. Ismail Pattenase, S.H., M.H for his doctoral degree after undergoing Open Examination for Law Doctoral Program of Law Faculty Universitas 17 Agustus 1945 Surabaya, and became the 93th doctoral lecturer in Universitas Muhammadiyah Palembang.
